New England Clean Energy Council's Task Force With David Cash: Massachusetts Clean Energy and Climate Plan for 2020

Event Description:

David Cash has asked the New England Clean Energy Council for its input on the implementation of the Clean Energy and Climate Plan that grew directly out of the Global Warming Solutions Act.  This is a chance for experts in our community to directly influence the policies that will guide the state’s clean energy policies over the next 10-20 years.

During the majority of the Task Force meeting, the attendees will break into working groups around the specific targeted areas listed in the Plan: buildings, electricity, transportation, non-energy emissions, and cross cutting policies.  See the agenda below for more details. 

Each group will discuss how to meet the Plan's targets for their topic area and establish a working group to continue the discussion after this initial meeting.  Eventually, each working group will provide guidance to the Governor on how to achieve the 2020 targets. 

One representative from DOER and a facilitator will be at each table to lead the discussion.  Participants should have relevant experience and expertise in one of the topic areas and have read the Mass Plan 2020 prior to the meeting.

3:00pm - 3:10pm –Welcome and Overview of Objectives - Peter Rothstein

3:10pm – 3:25pm – Overview of Mass 2020 Plan – David Cash

3:25pm - 4:45pm - Breakout into Task Force Groups

•     Buildings- energy efficiency, on-site renewables (solar PV, renewable heating, etc.)

•     Electricity and Low-carbon energy supply - RPS, Clean Energy Performance Standard, Wind Siting 

•     Transportation - efficiency, carbon content of fuel, clean car consumer incentives, PAYD insurance, reducint VMT through smart growth and alternatives to driving

•     Non-Energy Emissions - refrigerants, SF6, solid waste, natural gas piplelines

•     Cross Cutting Policies - New MEPA/DEP Greenhouse Gas Regulations

4:45pm - 5:00pm - Report Back and Plan Next Steps
